The Franklin County Public Works Department is comprised of Accounting and Administrative Services, Road Maintenance and Operation Division, Engineering and Traffic Services Division, Geographical Information Systems Division, Solid Waste Division, and Motor Vehicle and Equipment Division. All divisions are committed to our responsibility to provide safe, economical, and environmentally sound public road facilities and services.

Juniper Dunes Recreation Area Access Road

 

2015-07-29 The Board of Franklin County Commissioners held a public hearing to establish a County road from Pasco-Kahlotus Road to the Juniper Dunes Recreation Area.

 

2015-04-08 - The Board of Franklin County Commissioners held a public hearing on the route preference for a Juniper Dunes access road. The public was afforded opportunity to voice opinions and concerns. At the conclusion of the hearing, the Board concurred with the County Engineer's report that Alternative 2 was the preferred option. The Federal Highway Administration (FHWA) will make the final determination as to the route location.

The Western Federal Lands Division of the Federal Highway Administration, in partnership with the Bureau of Land Management and Franklin County, is planning to construct a public access to the Juniper Dunes Wilderness and off-highway vehicle areas. The project is currently in the early planning stages.

Notice is hereby given that a public hearing will be held by the Franklin County Board of Commissioners on Wednesday, June 21st, 2017, at 9:00 am in the Commissioners’ Meeting Room at the County Courthouse, 1016 North Fourth Avenue, Pasco, Washington, for the purpose of taking testimony concerning the adoption of the 2018-2023 Six-Year Transportation Improvement Program.  “Each county shall perpetually have available advanced plans looking to the future for not less than six years as a guide in carrying out a coordinated transportation program” (RCW 36.81.121(1)).

Solid Waste Comprehensive Management Plan Update

The Franklin County Public Works Department would like an update to the Franklin County Integrated Solid Waste Management Plan as per RCW 70.95.110 indicating plans shall be maintained in a current condition and reviewed and revised periodically. 

 

The Franklin County Public Works Department is requesting statements of qualification from firms interested in providing these professional services. 

 

Proposals Due

Submittals will be accepted by Franklin County Public Works until 4:00pm, Friday, May 26, 2017. No submittals will be accepted after that date and time.

  • 1)  Q: On page 3, under Demonstrated Experience, item 2 requests the percentage of anticipated concurrent work based in Franklin County.  Is that limited to the key personnel assigned to the project, or all work the consultant is doing in Franklin County?

    2)  Q: On page 3, under Demonstrated Experience, item 2 we indicated which members of the project team will be local.  Does local mean Pasco, Franklin County, or Washington State? 

    A: EASTERN WASHINGTON PREFERRED

 

3)  Q: Do you have a particular date by which you want your updateed Integrated Solid Management Plan to be completed by?

      A: July 31, 2017

 

4)  Q: When do you anticipate contract execution?

      A: We anticipate contract execution at the June 14th Board of Commissioner meeting.

 

5)  Q: Will you sign a firm's standard contract or will we use a standard Franklin County Contract? If it is a Franklin County contract, can you provide a copy?

      A: We will use the Franklin County Personal Services Contract, which can be found here.

NOTICE IS HEREBY GIVEN that sealed bids will be received at the Franklin County Public Works Office at 3416 Stearman Ave, Pasco WA, 99301, until 10:00 AM on Wednesday, June 14, 2017, and then shall be opened and publicly read aloud thereafter.

 

The bids received shall be for Striping Paint and Materials, including:

 

Low VOC Yellow Standard Waterborne Traffic Marking Paint (4,250 GALLONS)

 

Low VOC White Standard Waterborne Traffic Marking Paint (1,500 GALLONS)

 

Glass Beads for Pavement Marking Materials Type A (50,400 POUNDS)
