NOTICE OF PUBLIC HEARING

 

PROPOSED AMENDMENTS TO EXISTING

2017-2022 SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM

 

Notice is hereby given that a public hearing will be held by the Franklin County Board of Commissioners on Wednesday, April 19th, 2017, at 9:00 am in the Commissioners’ Meeting Room at the County Courthouse, 1016 North Fourth Avenue, Pasco, Washington, for the purpose of taking testimony concerning the amending of the existing 2017-2022 Six-Year Transportation Improvement Program.  “Each county shall perpetually have available advanced plans looking to the future for not less than six years as a guide in carrying out a coordinated transportation program” (RCW 36.81.121(1)).

 

Comments on the amendments to the existing Program can be delivered orally or in writing at the public hearing and through written correspondence to be delivered prior to the date and time of the public hearing.

 

Franklin County ensures full compliance with Title VI of the Civil Rights Act of 1964 by prohibiting discrimination against any person on the basis of race, color, national origin, or sex in the provision of benefits and services resulting from its federally assisted programs & activities.

 

The meeting site is accessible to persons with disabilities and accommodation for people with disabilities can be arranged with advance notice by calling (509) 545-3514.

 

A Spanish interpreter will be available. The Commissioners’ Chambers are handicap accessible. Arrangements to reasonably accommodate special needs, including handicap accessibility or interpreter, will be made upon receiving 24-hour advance notice. 2017 - 2022 SEIS AÑOS PROGRAMA DE MEJORAMIENTO DE TRANSPORTE

 

Aviso por este medio es dado que una audiencia pública se realizará por la Junta de Comisionados del Condado de Franklin en Miércoles, 19 de Abril de 2017, en 9:00 en sala de reuniones de los Comisarios en la corte de condado, 1016 Norte Cuarto Avenue, Pasco, Washington, con el fin de tomar testimonio relativo a la modificación de lo existente programa del 2017 - 2022 Seis Años Programa de Mejoramiento de Transporte.  "Cada condado perpetuamente tendrán planes avanzados disponibles mirando hacia el futuro por no menos de seis años como guía en la realización de un programa coordinado de transporte" (RCW 36.81.121(1)).

 

Comentarios sobre las modificaciones al programa existente pueden ser entregadas oralmente o por escrito en la audiencia pública y por escrito la correspondencia a ser entregada antes de la fecha y hora de la audiencia pública.

FRANKLIN COUNTY PROPOSED AMENDMENTS INCLUDED TO THE 2017-2022 TIP INCLUDE:

 

  • 2015 & 2016 Franklin County Safety Improvements (CRP 612) - add to the TIP. The project was awarded to Culbert Construction in October 2016 and was expected to be constructed in that year. Due to a record winter snowfall; construction was pushed back to Spring 2017. This project is 100% funded with FHWA HSIP funds and does not impact the County Road budget.
  •  

  • Basin City Alternative Transportation Route Improvement (CRP 609) - add to the TIP. The project is located at the intersection of R-170 and Bailie Blvd. and was scheduled to be constructed in the fall of 2016 but missed its window for construction and the County Road budget does not have the funds available for 2017. However, because the County is actively seeking additional funds through a recent call for TAP grant funds, this project will need to be re-added to the current TIP.
  •  

  • Coyan Bridge #200-9.93 Replacement - add to the TIP. FHWA Bridge program recently had a call for projects. The County submitted three (3) bridges for replacement. In order to be eligible for grant funds, Coyan Bridge #200-9.93 will need to be listed in the County’s TIP. This project is for the replacement of a structurally deficient 86’ timber bridge to be replaced with pre-stressed concrete decked bulb-tee girder structure. The total project cost is estimated at $890,868 with a 13.5% County match, if awarded the grant funds, the project’s budget will be programmed into the County’s Road Budget.
