1.  Has Benton County or Franklin County Public Works ever awarded a digital orthophotography project to a vendor that was not ISO Certified?

Benton and Franklin County previous contracts (2004, 2007-2009) were not ISO certified.  However, the orthophoto production work was completed or supervised by an ASPRS Certified Photogrammetrist. The City of Kennewick's previous vendor was a ISO registered company but that was not a requirement under their RFP.

2.  It is mentioned that there is a desire for 4 band imagery (R, G, B and NIR).  Can the Counties, please clarify if both an RGB dataset and a CIR dataset are deliverables for both image resolutions and areas of interest?

The 4-band imagery is the desired product and the deliverable will be one dataset. Please identify if there is an additional cost for this product versus a RGB deliverable.

3.  Who was the incumbent and what year(s) did they provide Digital Orthophotography.  Was it for Benton County or Franklin County or both Counties?

1998 - Merrick & Co. (Benton County)

2004 and 2008 - Washington State Department of Transportation (Benton County)

2010 Mapcon Mapping, 2007 Mapcon Mapping, 2004 was received from Benton County’s project (Kennewick).

2007 and 2009 - Washington State Department of Transportation (Franklin County and Pasco)

4.  Pertaining to the Fee Proposal Forms, how would the Counties like respondents to input the “Total Fee”; since the total could be many different sums depending upon which options are selected by the Counties?  Or should it just be left blank?

5.  Will the selected vendor be allowed to correlate and edit their own new surface model for the entire project instead of enhancing a NED DEM?

Yes, as long as the vendor can demonstrate suitable accuracy for the resultant model.

6.  In which mapping applications do the Counties intend to use the imagery?

GeoMedia, Microstation, AutoCAD Map, ESRI, ER Mapper

7.  Are there flight restrictions over and around the Hanford Federal Nuclear Reservation area?

The following Adobe PDF files (available for download) provide aviation requirements from Hanford. Vendors will need to be approved by DOE unless already pre-approved to fly over the site.

Also be aware of possible requirements for the Umatilla Chemical Depot.

  • 8.  Based on previous meetings and a high level of interest within the Counties within multiple departments, would the
  • RFP organizers consider a RFP addendum to include oblique imagery?  If not, would a proposal that includes oblique imagery be favorable received?

Oblique imagery may be included in the proposal but will not be used as a sole basis for selection.

9.  Has each county established a current budget for the proposed project or will proposal costs be used as a basis to establish a budget for 2012 fiscal year?

The Counties have estimated project costs but have not yet budgeted for 2012.  The proposal costs may be used to establish a budget for 2012 fiscal year.

10.  Can you provide more details of the existing DTM data that would be available for the 4 inch areas; Cities of Kennewick, Richland, West Richland and Pasco UGA ?

We would need the following meta-data information:

Source of original DTM data and subsequent updates, Scale of source aerial photography (for original DTM and any updates), Year of aerial photography, Data extent boundary, Accuracy, Was the purpose to create contour data, Was the purpose to create Orthophoto quality grids for ortho-rectification purpose only, If possible post a small sample of each data set to determine the DEM point spacing and the presence and density of breakline data.

Richland, Kennewick and West Richland Area information will be provided as soon as this information is made available by the cities.

Pasco Area:

The 2007 project folder WSDOT performed full DTM model creation within a 1 mile buffer of all State and Federal routes covered by the flights. Remaining DTM processing used the USGS 10m DTM/NED data, supplemented by local data as a base. The DTM/NED and the USBR elevation values from the USBR retracements maps were used to determine displacements and then evaluated for areas of corrections.The areas of full DTM creations from 2007 cover a majority of the City of Pasco’s city limits/UGB.  To clarify there was no 2’ contours actually produced just the TIN’s for us to utilize and to incorporate additional survey data to improve the base.  The TIN’s created from 2007 cover a majority of the City of Pasco’s city limits/UGB. The 2007 was flown with an 8.25 inch focal lens with altitudes of 8300’ and the photo scale of 1:12000(0.5’ pixels).

  • 11. Would existing orthophoto data sets for each UGA area be made available to the successful contractor?

Yes these will be made available.

  • 12. Ground control Franklin County: Can you provide more details in regards to the control point file named
  • Control_RSI_Wireframe_USBR_Retracement_elevation points?

This shapefile is the control used to create the wireframe the County uses as the base for GIS and includes elevational values from the USBR retracements maps.  They were also used to determine displacements and then evaluated for areas of corrections on the

2007 project.

13. While reading the RFP, I see that in section 7.3.8 you limit sidelap to no less than 30 and no more than 35 %. I understand the need to limit sidelap to a minimum of 30%, however, by placing a limit on the upper end (35%), this creates a lot more work. On the acquisition side, this will create approximately four flight lines for every one flight line. Would a flight plan that contained lines with more than 35% of sidelap be accepted?
