1. Franklin County has a tax foreclosure sale once a year, usually in November or December.
2. The properties in the 2007 foreclosure sale have a tax that is at least 3 years delinquent.  In some cases, the prior years may also be delinquent.  The full year 2004 taxes were 3 years past due on May 1, 2007.  When 1 years tax is 3 years past due foreclosure begins.
3. A list is not available until the Notice and Summons is filed, which includes a list of the properties, and will be published in the Franklin County Graphic and Tri City Herald.   Please write, call or come in for a list around mid October.  You will periodically need to call or come into the office and cross off those accounts that were paid and update your list.  Parcels may be redeemed from the foreclosure at any time up to and including the day before the auction.
4. Franklin County does not offer any kind of financing program for the foreclosure property.We do not sell tax certificates
5. The foreclosure sale is open for public bidding. Bidding must be done in person, not by phone, mail or internet.  There are no written (sealed) bids, however if you wish someone to bid on your behalf you may do so but they must be present.  This is an open oral auction, not a sealed bid auction.
6. No person who is a county employee or officer may bid at this sale, nor may such person bid as an agent or allow any agent to bid on his or her behalf.
7. It is up to you to know exactly what you are bidding on.  We do not overturn a sale and refund the purchase price because a bidder didn’t know what they were bidding on, or because they didn’t understand the legal description.
8. The minimum bid includes what is owed for tax, interest, penalties and foreclosure costs and some liens.
9. These sales may be subject to all special assessment liens of other taxing districts and competing federal liens not extinguished by this sale, whether known or unknown. City LID liens, where known will be announced.
10. Parcels are sold in the same order as they appeared in the judgment.  Parcels are in numerical order by tax account number.
11. ALL SALES ARE FINAL.  PROPERTIES ARE SOLD ON A “WHERE IS” AND “AS IS” BASIS.   All research must be done by the interested party.  See Map Sifter under Assessors office at www.co.franklin.wa.us/assessor.
12. There is no redemption period after the sale except in cases where the owner on the day of the sale was either a minor or a person adjudicated to be legally incompetent.  In those cases, there is a 3-year redemption period.
13. Any proceeds from any sale in excess of the minimum bid will be held by the county treasurer up to three (3) years, to be refunded upon proper application claim by the record owner.
14. If you intend to bid on any parcel, please list in advance your name, address and zip code exactly as it should appear on your receipt and your deed. This list will expedite this sale if you are the successful bidder by presenting such list to my assistant at the time of payment.
15. PAYMENT MUST BE MADE BY CASHIER’S CHECK PAYABLE TO THE FRANKLIN COUNTY TREASURER, OR CASH.   NO OTHER FORM OF PAYMENT WILL BE ACCEPTED.
16. If no other bidder bids the minimum bid amount on any parcel, that parcel shall be announced as sold to the county for that said amount.
